A belated post. Last week I noted that someone from the Council of Europe had responded to my query about what would constitute a "proportionate" Israeli response to the wave of terror bombings inflicted on it prior to the West Bank incursion. (The Council had released a statement in which delegat Mikhail Margelov huffed about Israel's "disproportionate response.") Here's the response:

It will give you some more information on the position of the Parliamentary Assembly. You will also find on our internet site (under working documents) further texts adopted previously by our Assembly on the subject.

I hope that these documents will answer your questions.

You will find that the report isn't all that illuminating on the issue, however. Relevant points:

4. While recognising and respecting the legitimate right of the State of Israel to protect its own security and that of its citizens, the Assembly considers the action taken by its army in the Palestinian territories inappropriate, and condemnsthe indiscriminate anddisproportionate use of force.

5. The Assembly condemns the Israeli forces’ systematic destruction of Palestinian infrastructure, and considers that action of this kind makes it impossible for the Palestinian authorities to exercise power, and fans hatred of Israel. It strongly opposes the dismantling, on the pretext of combating terrorism, of the Palestinian Authority, Israel’s internationally recognised partner in the political process.

So we now have a sense as to exactly what the Council considers "disproportionate," which is at least a step in the right direction...but we still have no friggin' clue what the Council considers to be "proporionate." I will send another email to the replier to seek more info.

To be fair, at least the Council responded. To date, none of the others to whom I emailed has bothered to respond -- including two elected officials within Canada!
